While the limitations of IRC are unfortunate, sending context-free messages to someone with no explanation as to why to test if they're online or not to someone who's blocking/ghosting you only compounds the initial reason why they're blocking/ghosting in the first place. There was no actual technical problem - you were being ignored because Voksa was not interested in talking with you further due to the kinds of conversations you were engaging in. If you do want to make amends, then the first step is to realize that even though you had no conscious or explicit intent to, this does count as harassment - someone who's cut contact with you after you've repeatedly tried to get them to do something probably has a good reason.
